Federal Highway Administration and partner agencies have completed the final environmental actions for the roughly 13-mile realignment of State Route 361 between Gabbs and Middlegate.
The project shifts the highway east of the existing alignment so the Navy can meet Fallon Range Training Complex (B-17) expansion commitments. An Environmental Assessment was approved in February and the Finding of No Significant Impact in July. A Federal Register notice limits claims for judicial review to those filed by Dec. 14, 2026.
NDOT will design, build, and maintain the new segment to state standards; the Navy funds the work through FHWA. Officials have described final design taking about 18 months, followed by 18 months to two years of construction, with overall completion targets still in the later 2020s pending funding transfers.
The new corridor stays on BLM land, includes drainage and wildlife passage features, and is intended to keep the Gabbs–Middlegate–Fallon connection open. No active construction windows on the existing SR 361 were reported this week.
